STRATEGIC POLICY AND PLANNING DIRECTORATE

– To ensure comprehensiveness of the defence policy, laws and regulations, to draft legal documents and projects for improving legislation in the defence sector, to draft and sustain coherent implementation of legislation;

– to advance an integrated defence system of Mongolia, to develop a strategic policy and planning document for intensifying the Armed forces’ reform, to define policies on foreign cooperation, peacekeeping operations, scientific achievements and innovation, and to provide cohesive policy management and guidance;

– to develop draft legislation to improve local defence and state mobilization policies, and to provide policy and planning guidance.

PUBLIC ADMINISTRATION DIRECTORATE

– To provide leadership in public administration, to coordinate internal activities of the Ministry, to publicize defense policies and activities, to strengthen civil-military relations, and to provide guidance on information security activities;

– to upgrade policy documents on defence human resources, to develop social welfare policies and plans, to implement activities and programs for implanting patriotism for children and youth, and to provide guidance;

– to secure and protect secrecy of the state and state service classified and confidential information, to monitor and provide guidance.

POLICY IMPLEMENTATION COORDINATION DIRECTORATE

– To ensure implementation of defence legislation, policies, projects and programs, to upgrade armaments and equipment while improving their maintenance and storage, and to regulate foreign loans and aid;

– to regulate policy on supply and fixed assets, and to organize procurement of the sector;

– to coordinate implementation of social welfare policy of the personnel in defense sector.

FOREIGN COOPERATION DIRECTORATE

– To support and implement defence foreign cooperation policy and to develop military confidence and trust with foreign countries;

– to support establishment of contracts and agreements with the cooperating countries and international organizations, to strengthen and expand military diplomatic service, and to provide policy guidance for its activities;

MONITORING, EVALUATION AND INTERNAL AUDITING DIRECTORATE

– To monitor and evaluate implementation process and outcomes of defence policy and activities, and the performance of agencies, subordinated entities and organizations within the scope of the Minister’s responsibilities;

– to monitor, evaluate and support planning and implementation of the projects and programs by the state and defence sector;

– to carry out internal audits, inspections, evaluations and assessments on the implementation of the legislation, planning, spending of the budget and financial activities of the defence sector, to make recommendations for the improvement of budget and financial operations, and to provide risk management;

FINANCE AND INVESTMENT DEPARTMENT

– To implement financial and fiscal policies and activities for supporting defense policies and objectives, to define fiscal and accounting policies, identify prerequisites to finance the programs, projects and activities to be implemented in the sector, and to develop budget proposals;

– to manage the budget efficiently and ensure its execution within in the competence of the Minister, to provide financial and fiscal policy support to relevant agencies and budgetary organizations, and to monitor their activities;

– to plan and ensure implementation of short-term and medium-term investment projects and investment budgets within the competence of the Minister;

– to ensure budget planning, policy and activities of the Armed forces Development fund, and to monitor its fundraising and expenditure through accurate accounting.
